Determine Time Zone & City from area code

Need a php function and related mysql table to be added to my existing database that will return at a) time zone, b), and c) city from a phone number sent to the function. I need to be able to call the function like this: list ($timezone, $city, $state) = giveMeZoneCityState($unformatedtelephonenum); Hints: Inside the routine, you will need to clean up the number to remove any non-numerical data, then consider the first 3 digitis of total digits equal 10 or return unknown etc. ## Deliverables Willing to pay a few bucks for this, as you can see I could probably do it myself, but I am willing to try this service and maybe find a new programmer for future bigger jobs as needed ( real ) soon.
