I would like to build a blog network script which is similar to article directory. Instead of submitting articles, user will be submitting a Wordpress blog. Once user submit a valid PageRank blog, it will enjoy the benefit of getting his/her articles posted throughout the blog network. Article submitted must be at least 300 words.
There will be various categories for blog submission. I will able to add/edit/move category. The PageRank of the blog will determine your privilege in the network.

Frequency of posting
PR8 1 post per 12 hours
PR7 1 post per 12 hours

PR3 1 post per 48 hours
PR2 1 post per 60 hours
PR1 1 post per 72 hours
PR0 1 post per 72 hours

Viral Credits (For introducing others to join)

If your blog is PR1 and you managed to introduce a PR3 blog into network. This will change your frequency of posting to 1 post per 69 hrs (72-3).
In the backend of the system, software must
1) Verify PR of submitted blog
2) Allow spinnable articles
3) Submitted article must have at least 3 paragraphs
4) Manage number of links in article via checking the status of the submitted blog
5) Keep track of viral credits
6) Periodic(weekly/monthly) PR check on all the blogs and adjust the privileges
7) Leave no footprint to the search engines (erase any footprint that posting was from this blog)
8) Can we include blogs from blogger as well?
