Banner Ad Management For WordPress Site

We require a banner advertisement management system for our WordPress website.
We want to be able to change the banner image and link on one page (or in one area of the CMS) and it changes on all the pages in the site.?
At the moment if we want to update the banner, they have to change the image and link on every page of the site within the CMS, which obviously takes time.
So instead they only want to change the banner and link once and the change applies to ALL the pages.
Is there a plugin which can be used to do this via the CMS?
The banner and link needs to be easy and fast to update via the CMS as the admin people are not very technical.
The banners are also mostly animated gifs.
Please provide a quote to achieve the above and an estimated time for completion.

## Deliverables
The coder will also be required to install and setup the banner management system in the WordPress site, so will be given access to the admin and FTP if necessary.
