CMS/Database Creation Needed For Current Website

We run an online business directory, our current site is built using php and is static thus is not data base driven meaning its very time consuming to manage listings and creating new pages and catagories takes a lot of time. We require a freelancer to create a CMS to allow the following features; 1) to allow us to edit the site via the CMS 2) create an admin section where we can add new catagories, area's and manage the listings 3) to allow businesses to be able add their own listings by submitting their details(we will need to approve this listing via our admin section)- i.e. they enter the details online, we then need to approve the listing prior to it going live. The clients gets a confirmation email 4) All listings will automatically default to a standard listing, however in the control panel the admin account will be able to upgrade the listing to a 'premium listing' this will enable a larger area for text and have a website link etc. 5) create a newsletter feature so we can mass or individually mail the clients via the control panel This project is urgent and we need the work carried out within 7 days.
