Business directory website database add on

I am trying to build a directory website. The site will have categories and in those categories, listings of various types of businesses. Each listing will include a picture, a description, a rating, and feedback that can be left by any registered user on the site. We will provide the structure in form of html/css template, logos, menus and graphics for the page. But I need someone to add database functionality to the site. Basically we need to be able to add listings data to the database, and later retrieve that data based on various search fields. There is also automatic listings displayed from the database on the page based on the users current category preference and overall ratings of those listings. Users should also be able to register and log in, add listings to their favorites and leave feedback for various businesses. We need someone with strong relational database skills.
