Amazon AWS expert needed to setup Auto Scale & cost control

I am the owner of a website that I have just started to host from the Amazon S3 and EC2 I need someone that can set up the Ec2 server instances and spot instances to Auto Scale up when I get traffic spikes and then to scale back down when traffic calms down again. I also need to control costs by bidding on spot instances Automatically instead of using the on demand price. I would like the system check on the bid price of spot instances every 2 hours and to bid just above the current price until the price reaches the on demand price of the equivalent machine. once the price of spot reaches the same cost of on demand I want to spawn an on demand instance until the price drops bellow that price at which time the On demand instances would be killed off and spot instance would be bid on again. Need someone with allot of experience with Amazon AWS
