Convert existing web lookup/data entry database to MS Access 2010 (simply)

The client is a law firm and they have an internal website based on PostGRES (Windows server) and LAMP -M. This website has a small, home-brewed app on it which allows them to enter physical box archive location, name, and identifying details for their off site case file archives and to find archive box locations in the warehouse based on keywords and case #s. I want to put this in Access. It's just two ladies that infrequently maintain it, and I can't see dealing with the care and feeding of an entire server for just this function. You must replicate all existing functionality, in a nice, user friendly interface/dashboard. It can't be just 'here's an access file, now treat it like a spreadsheet'. It doesn't have to be pretty, just easy to use and neatly presented. Printable reports do need to be neat and pretty though as they are often sent off to warehouse pickers if they need something. Access to the existing site is available upon request via a shared WebEx if you'd like to see it before bidding.
