Category images

I need plugin development for WordPress to display images for categories. What i need is when plugin is activated to have plugin link in admin and when you go to that link, plugin should read all categories that are available. Than you decide how it will work, my idea is either to have listed all categories and to select if category is displayed or not, than upload button for image, and order button to have possibility to order categories. Or it can be like wordpress widgets. On left side list of all available categories, and on right side box of activated categories, than drag and drop category from left to right to activate it, and upload button for image for category, and drag and drop to rearange order of category. Or if you have your own idea how to do it fell free to suggest. And to be able to show categories in page just to use shortcode like [category-images] and page with categories are there.
