CSS Gallery and Tabbed Pages (NO JAVASCRIPT) must be Ebay Friendly!

I need a eBay Friendly Gallery which will allow unlimited amount of pictures to be added to it. A .css one which the code can be stored on my website and called remotely. I need a tabbed navigation section so that we can place all of our policies and such within the eBay listings so that buyers can tab through them. This must also be done in .css only. No Javascript. Knowledge of Ebay is helpful so you have a better understanding of what is allowed and not allowed. Ebay will NOT allow javascript to be used upon their site, not called remotely such as linking to a .js file on a website. I will supply a sample layout which is using Javascript to give you a idea of what we are trying to achieve. However the example provided is NOT allowed due to it using javascript, therefore ebay will not allow it to be uploaded to their site. The layout must be EBAY friendly. If we can not load it into eBay then it is no good to us. This is a rather simple project which should be completed within a matter of hours. Example Prjoect layout: <[login to view URL]> the width is restricted to 700 pixels on the project.
