Creation of a Web Service / DB Export Utility

Im need of developing a program that calls web-service program (either from URL or cmd-line) that will make some API calls to download data into a text file (JSON), and optionally insert it to a database table (preferably mongodb or mysql). The program will process the data and will generate some additional entries during the inserts, using some value mappings from the settings .

Also, will need to write a service / utility to export the data in a specific format, with some filtering. The service must be configurable by reading an xml config file, for specifying an api key, uri, target db, and some additional data settings for the import / export. Will provide export format details.
