Create Web Form that Crawls Links - Output "NoIndex"

I'm looking for someone who can create a Web Form for me. This Web Form would allow me to put URLs in, and it would let me know what meta tag it has. I would be looking for the tags that say either "index", "noindex", or the page would have both index and noindex, or neither of them. We would be able to put one URL per line on the Web Form, and the software you write would crawl the pages, and then return whichever of the above replies (related to indexation) comes back. To do this, there should be a simple "run" button next to the Web Form that would start the run. This would then send you to a different page. On it would be the list of URLs, and next to it the answer to the crawl (index, noindex, none, both). Along with this, there should be an ability to export to Excel. Please build this on your machine, and then we can work on bringing it over to my machine. It would be good to have this built within a week or so.
