Add site features and modify - repost

I need someone very knowledgeable in PHP and MySQL to add some features to my site. It's a site similar to a CPA network. It's built with the Smarty Template engine. I need customizable download pages Section of offers sorted by category with a tracking URL for people to promote offers, the stats for that section. Global Postback for people to be able to set. Section where people can optimize their own offers per file. I have a example you can copy from for this.
