Add an API service to Forum Registration

I want to add Stop Forum Spam API checking to a forum registration page. Using PHP I would like to check an IP address against the Stop Forum Spam database and if it gets a positive hit I want to have the number at the end of the result which is the "frequency" checked and if this number is higher than 20 I want to stop the registration and throw an error stating "Your IP address is associated with frequent spam on the Stop Forum Spam database. Please contact the board administrator for help registering." Of course if it gets no detection or the frequency number is less than 20, let the user register.
