Booking program

I require a program that will function like a journal/database storing all booking information for renting items that are specified in a separate list. The program will be capable of displaying a printable status report on available items and a printable report of all bookings within a given date range. Every booking will be assigned an auto reference number for referencing more detailed information of the booking which will be handled by a search feature of the booking journal. This number will be the primary key of the Journal and will be output in the reports as well so that these reports can be output with only information relative to that particular report. All specifications including, fields, requirements and variables are laid out in complete within a document I have carefully prepared. I want a freelancer who has a demonstrated capacity to interpret specific requirements and construct the best solution to those requirements. In addition, the developer needs to be capable of testing the programs functionality by accounting for all types of user behaviour that may interfere with normal functioning of the program by creating limitations and strict control rules for entering data. I am open to suggestions by the developer as to the most appropriate platform solution for addressing my requirements.
