Custom WordPress Plugin or PHP Script - Expert Required!

I need an expert web programmer to implement a custom PHP script into Wordpress or create a custom plugin for me. I need someone to make the following scenario come true for me. Scenario: 1. Use my software to send a first-time registration request securely to my Wordpress website. The information output from my software will be: email and date of birth. 2. Wordpress website understands this is a first time registration and consequently sends out a confirmation email to the user. 3. The user then opens the email and clicks on confirmation link. 4. The link takes them to a confirmation page, where they enter their email, DOB and password of choice. 5. A new user has been registered. In short, I need to register users via my software. I already have the software designed for me. I can get my software to output information/or data any way you like, a programmer friend will alter my software in anyway you like. All I need is the missing link on the website end. The successful user will have to explain what their plan of action will be and will be picked on what I perceive will be the most probable way of doing it.
