Building a tool to make affiliate accounts

My client has many people who sell for him. So would I want to do is this. I'm in the back end of his site I want to add a new sales rep who is working for him. I fill out a form with all info and hit submit. One of the fields in the form is username. When I hit submit, I want form to do two things. 1) Insert all data into a table 2) Edit the htaccess file so it will add a 301 redirect from http://{username}.[login to view URL] to [login to view URL]{userid-number} 3) Then I'll go make the subdomain myself in cpanel This way I can track who signs up by the $id number in the URL. Does this make sense? ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows? (depending on the nature? of the deliverables): a)? For web sites or? other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software? installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased.
