C# windows form using [login to view URL] functions not working as non admin user

I need some assistance with a windows application that essentially opens some files from a list the first time you double click the items/file. The second time it enumerates all open windows and if there is a window open with this filename then push it to the front. This does not work as an admin. C# 1.1

What priviliges should the user have or what code should I put in to make it work?

The code posted is not all the code but only the releval part. This code is simple to test though with a small windows form app.

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
