C, C++ - Image encoder - Mencoder/YUV - MPG4/MJPEG

Sirs, we need a routine to encode a list of JPG files into MJPG or MPG4. It have to read an XML configuration file, and encode the images mentioned in each folder. The output must be in MJPG or MPG4.
