Discussion Board SubTitles

I have a pre-built discussion board/forum on our current website that we need to have subtitles added at the top of a list of folders.? I have attached a screen shot of what it currently looks like and what we want it changed to. The groups for the subtitles are listed in a column in the backend database so the structure is partially there.? I believe just the code on the backend needs to be changed to accomodate the subtitles.
