Develop an E-commerce Site for Small Bookstore

We want to operate a small Christian bookstore and need bidders to offer best price to: (a) Design, develop and deploy a full e-commerce web site using either Comersus Open source (in Active Server Pages) or in OS Commerce (in PHP). (b) The design and look-&-feel must be similar to TemplateMonster dot com's Template No: 11620. Small modification is needed for layout optimization, and the picture of the lady must be modified to that of an Asian one. Please note that the design layout is already selected and you simply got to comply, so our time line is very short. If you can't finish this in 14 days, pleasse don't bid. We're in a big hurry... and the closing date is by 27th Oct 5pm Singapore time. Submissions after this time will not be considered. (c) Upon selection, I will post 100% in escrow account and release the money as follow: 20% on approval and completion of site design and layout of site. Another 50% will be released when you have successfully deployed the site in our Windows 2003 web hosting server and have the payment gateway working. The payment mode should be Paypal (we got an account already) and also preferably 2CO.com. At this phase, we expect the back-end control panel should allow me to administer our e-commerce site (like create products, customers etc).
