I have a DNN module that was developed for me by a RAC coder. However, there is one problem that the developer has not been able to correct.
The module is a survey type module. Admin enters questions and possible answers. DNN users answer the questions, and see how everyone else is voting. When and Admit enter a question, it can fall into one of three categories:
1. No State or ZipCodeID - All users can see the question
2. State - Only users in the given state can see the question (2 letter code)
3. ZipCodeID - Only users in the given ZipCodeID can see the question (ZipCodeID is a unique ID for a given zip code/county)
When you are assigning a ZipCodeID to a question, you should look up possible ZipCodeID's by State...as the table is very large and takes a long time to load all of them and is very unmanagable.
This feature was working at one time, then somewhere along the line it broke. I first noticed a problem because adding questions and answers was VERY SLOW. I discovered that the entire ZipCodeID table was being loaded on every page request...even when you were not assigning a ZipCodeID to the question. Attempts to resolve the problem have not worked, and lead to worse issues.
The code was written VB.NET.
I need this done ASAP. If you can't work on it and resolve it IMMEDIATELY, please don't respond.

## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
