I am looking to develop a car insurance comparison engine, similar to those available at:

Funding is in place for this project (as are the legal considerations), and I am looking to move as quickly as possible for a launch as early into 2009 as possible.

## Deliverables

As stated, the project in question is concerned with developing a high end car insurance comparison engine. These sites work as follows:

1. User enters a range of personal details about themselves and their vehicles

2. The comparison engine sends these details instantly to a selection of major insurance companies

3. The system pulls insurance quotes from each insure and displays them to the user

4. The user selects a quote to purchase

Funding is in place - the final hurdle to the launch of this venture is the actual development of the web site and comparison engine itself.

I am looking for an experienced, competent developer who can construct such a site to a very high standard. Experience in developing similar sites would be extremely advantageous.

I am aware that there are several ways to approach this task, in particular I would like any bids to consider the following questions:

1. What programming language should the site be developed in?

2. What type of database is required?

3. How do you propose quotes are pulled from each insurer and returned to the user?

No doubt many other questions will arise as the project is specced in further detail, however solid answers to the above in the first instance will allow me to select a small number of the best developers for further discussion.
