Looking for web server based application that sends scheduled web requests to a specific server. The app will parse their HTML, store in DB and send requests at certain time. Application to be written in ASP.Net (VB), SQL Server. It's important to the project, that request will be sent at exact time (incl. seconds).

If the timer function can be better done as a windows service, as schedule console application or using SQL server events, please suggest what you prefer to do.

The business objective of the application will be the placement of bids on the ebay site. The user will provide the ebay item number, which is associated with any listed auction, the amount he wants to bid as well as his username and password. These values will be stored in DB.

The application needs to run a web request to ebay in order to determine the end time of the auction. The end time will then also be stored.

5 minutes before auction end time, the application will need to log on the ebay site and prepare for a bid by calling the bidding page. 5 seconds before auction end, the bid will be placed.

I need a solution, that fires exactly at 5 seconds before the end time that was retrieved from ebay. You can review the bidding page source code to see what is available for parsing. Please suggest.
