C# .net Application bug fixes and improvements

I need someone with good experience with C# and .net applications to fix some bugs and add some improvements.
You need to be able to adapt to figure out the code without help from the original coder and all source files will be made available to the person i choose for the project
Once completed you need to recompile the code and recreate the installer, the installer code is also included.
The actual issue is simple. The program grabs clipboard information however lately when its copying text with links in it there is a weird A character with two dots showing up either side of the hyperlink and also in other random spots. Im guessing a simple parsing issue or maybe an encoding issue but it started happening without me changing any code which is weird. While the issue im trying to fix is simple you might need to allow a couple of hours work for getting familiar with the code and tracing where in the app the clipboard code is but at the same time its a small application with just 1 window so it shouldn\'t be too difficult if you have good experience.
Last note, i will have full rights over the code and source code once i make the agreed payment.
