I'm actually pretty familiar with GreenJobInterview. I've done a few on there, as a matter of fact :) It's definitely an interesting concept. I have a pretty strong team of android stack developers that I work with that could definitely build this out. But, I have to be 100% honest with you - the budget you proposed is nowhere near what it's going to take to get this built out with a solid, dependable & SCALABLE infrastructure.
