I've handled designs like this a lot and there are challenges that most designers aren't even aware of here. You're also going to want some kind of packaging for the device, weatherproof packaging. With 3D printing technology a prototype won't cost anything at all, and I can set you up with an enclosure design that can be mass produced as well. I have just recently finished designing an ultra-low cost GSM link board with an Arduino, so it can perform any standalone task you want. The board is very small. This means that we are half-way in the project, and we can focus on making the best of your idea and personalize the device. I have all the hardware, and I also have a 3D printer to make the product enclosure. Based on your requirement, I can make the device of size 80 x 50 x 30 mm or smaller. The should fit in the palm of your hand. It will be made to run on lithium ion battery. It will be sending sms periodically to specified number. The periodicity of the sms can be controlled. Deliverables from my side will include finished product shipped to your place, design documents and firmware. Will finish the product in less than four weeks.
