Cell/Wireless/Mobile Phones Project

I need software which will run on COMPUTER - pc/laptop and it must work with cell phones. Please don't spam this project with bids. Bid ONLY after you will entirely read TWO (2) attached files. Those are two possibilities - two options of software. Kindly choose the one you would be willing to develop. Don't speak about yourself only. Don't speak about your past project but speak about THIS EXACT project. Don't copy/paste your text you are pasting in other bids. I need you to write by hands the message in your bid. Write how you understand this project, which one (i am offering two versions in attached files) would you be willing to develop, ask me some questions about the project. Prove me that you are really interested and that you entirely and carefully read BOTH ATTACHED files. First proof that you didn't read the attached files and that you placed a spammed bid would be in situation when I see in bid how much experiences you have with mobile applications. It is COMPUTER WINDOWS application and not mobile application - it should be runned from computer (windows 10 64bit - laptop/pc). Again, PLEASE READ ATTACHED FILES !!! Don't talk about yourself only in the bid but talk about the actual description what I need. Everything what I need is in attached files. I am interested for one of those two versions - choose the one YOU prefer. In case if you would require few cents payment in bid amount being few cents above my defined max budget, you are still welcome to bid. Every quality bid is welcome and I will appreciate it.
