I’ve read your project description and can see that you would like to customize the template "Case management" and to get an application that includes Cases, Customers, and services provided then you would like to pull reports on customers served, demographic information, services provided based on type and/or date from the template.
I have 6 year's experience designing and developing Microsoft Access Application (Online/SharePoint/Offline/Desktop) with advance knowledge of Database Designing, Forms and Reports designing, SQL, VBA. Additionally, as your requirements, I can do the following….
I can make it so it can be used in Multi-user environment (With different access level for each user.) with log-in dialog.
I offer you the access application with very user-friendly forms having functionalities like auto-filling easy data selection through dropdowns, Search and filter data, Validation rules etc...
I can make printable reports with the ability to export data to Word, Excel, PDF etc.
The user interface structure of the application will be such that there will be a single Home form and all the other forms can be loaded from this main Home form through button clicks to access their functionality.
