Build HTML Website from Detailed Designs - Approx 50 Pages

I have a website designed and I just need it to be converted to HTML. I need it to be developed in Dreamweaver and based on 2 templates. The first template is for the homepage and main pages of the four sections in the site. The second and last template is for the generic detail page, which every other page will fit into. The design is quite simple but it is image intensive. So I'll need to pass these to the winner of the project in emails. So to confirm, the project is to convert pdf designs into an HTML website that is controlled by two Dreamweaver templates. There is a need for drop down menu and some expandable boxes, just basic Javascript is needed for this. Please see attached designs. Width of the designs should be set to 1000px. Please note that it is very important the HTML is clean and quick to load. CSS preferred over tables. Thanks
