DICOM Archive

I would like to build a DICOM archive on Linux using any open source libraries preferably using java, the primarily goal is to backup a production DICOM image server. I expect the production image server to push images it receives from the modalities (Ultrasound machines) to this new image archive using DICOM messaging. If you can suggest an open source DICOM viewer that we can use on this new image archive then that's great. Otherwise, we were planning on using something like eFilm to search and access the backup archive if production server goes down. This new image archive should be capable of pushing images to another dicom device if necessary. I am unsure of what it takes to configure this so I am listing it in the < $250 range. Please suggest an amount in your PM in case your bid will be higher than this amount. I would strongly suggest bidding on this project if you've done something similar before.
