Clean up & refactor static HTML sites

I have a few old simple Drupal sites which I've converted into static sites with SiteSucker ([login to view URL]). I want them massively cleaned up to make them manageable for use in the Harp platform (a lightweight on-the-fly build and serve tool [login to view URL]).
By cleanup, I mean:
1) Convert CSS to LESS and refactor/organize it meaningfully,
2) Convert all content pages to simple Markdown with Jade-based templates with partials ([login to view URL]) for all re-used bits (no mess, no code repetition).
3) Remove unused files and reorganize neatly (scripts in one folder, images and CSS in another, content at the base, all relative urls etc.)
4) Add a responsive override to the CSS to provide a simple adaptive mobile view.
This task requires a good understanding of CSS/LESS, HTML & Jade, power text-editing with a multi-file regex replace with a tool like Sublime Text. You should also be able to pull, commit and push to Github.
