Responsive design for Account page

I have a website with a really rubbish account page - it's just ugly.

I need an entirely new design. The key is to keep it simple and intuitive. I'm partial to a flat style, but I'm open to suggestions. Just something that looks professional and current. Feel free to mess around with the layout - as long as it's not weird.
There are a few things in the current page that can just be deleted (eg. most of the elements in the footer), but we can discuss this later. In two of the tabs there are tables that will have expanding entries...ie. you click on a given line and it expands with more info.
I need the design/mockup in .PSD (with any other files you use to create it). There are a handful of other little pages that I'd like done after this as well. But this is the main page.
I'm looking in the $100-150 range.

Sorry, I meant to mention before - it also needs to be a responsive design. (desktop/phone/tablet etc.)
