Develop Custom WP based Website - Fully responsive

I need to develop a custom website Fully responsive on Mobile, Tab and on Web using Wordpress. I need 100% custom design and use of HTML 5 completely. As instructed, all content and meta tags etc of current site to be taken to new design. All linking structure to be same as old site. Both Blog and Website all linking and content to be same. Only ONE WP need to be used at back-end for both blog and website. For opening .html pages - 301 re-directs to be used so that there is no 404 Page Not found error. At the time of hand-over site to be 100% error free with no bugs. After site is put on my sever, if there are any bugs or errors - that need to be resolved without additional cost. Final payment to be released after 10 days of site being put back on my server.
