Customize this php script to Look like The Attached Layout and also Reduce Loading Speed

I am looking for a php expert who can customize this php script see it here in this here ([login to view URL]) to look like in the attached layout. Also add the functionalities below which are not in the theme. Also reduce loading speed. See the features in this theme [login to view URL] What I need (Might be or not in this premade php script) Agents can add their properties privately using their registered accounts only which I will be approving from the admin area. This will be different from Normal 'Submit Property page' that is for use by Home Owners/Developers who must not register an account with us as long as they leave their contacts (Email and Phone). I guess the best idea is to have 2 subpages ie when one hovers the mouse on 'Submit Property', there're 2 options "Submit as an Agent" and "Submit as an Individual" If one chooses (2) Submit as Agent, he is prompted to register account that will go to admin for approval before they can post as an agent with full agent details on the listing. Once approved, the agent can add listings thro his dashboard. Also, his contact details will appear alongside his listing. If one chooses Home Owner/Developer (Individual Option), he is taken to a page where he's asked to add details of the property. Which are then submitted to Admin for approval. Before property submission, the home owner/developer is asked to accept terms and conditions which are hyperlinked incase he wants to read them. After submitting, he is asked to register a Home owner/Developer (Individual) account to monitor his listings as well as get updated on the progress of his submissions. If one is an approved to be a Real Estate agent, he can be able to add/update/delete/add sold tag on properties on his dashboard but for new properties, they have to go on moderation to check quality. If a home owner/ developer submits a property, it will go to the admin who will approve it and the (admin) will be listed as the Agent on that property. Individual account holders can as well Request For property in the 'Request Property' page. Anonymous can also request property on 'Request property' Page as long as they leave their contacts ie email and phone with no need to register. If the home owner/developer wishes to upgrade to be an agent while still maintaining the listings ie no need of creating duplicate listings, the admin should be able to upgrade his home owner account to be an approved to be an agent such that his contact details will appear on the listings instead of admin's. The admin should also be able to add properties he receives from offline clients. The admin can also add verified agent tag on Agents profile (photo tag) In Summary Login Page - One can choose to login as Agent or Choose to login as Home Owner/Developer. If a home owner/Developer mistakenly decides to login as Agent, he is told 'You don't have an Agent account' and is asked to login as Home Owner. The vice versa is true for agent. Register Page -One can choose to register as an Agent (which go for admin approval) or Choose to register as Home Owner/Developer.
