Creation of a town plan from bird's-view

We need to create a 'hand-drawn' map of our small town (Alford, Lincolnshire, UK), showing the layout, houses, street names and some building names. This map will be used on our tourist boards. The overview of the town can be seen in Google maps. I have attached the area to be covered by the map ([login to view URL]). The houses need to look 3D as in the sample given. The graphic format must be provided in electronic format which has to be editable so that we can carry out future name changes ourselves. Please note that we would provide a separate map with exact building locations and street names, as Google Map is slightly incorrect.
