Create HTML Email Template

#1 you must be able to do this today and finish it today. The is my 4th attempt at getting this right. I have an HTML email template that has dynamic content, it is sent from a C# ASP.NET site. #1, it has data passed to it before it is sent. #2 6 sites use this so I must be easily able to change the colors, etc. #3. It must look good on a phone too. Here is the issue, the HTML works if you view it in a browser but in Microsoft Outlook it does not show the colors or images. I will consider this project complete when #1 you send it to my Outlook Account and #2 it looks good on a phone. Attached are the email template and the cs file that sends it. Please use the same colors in there and be ready to change them. Keep in mind, this email does NOT work on a phone OR work in Outlook so you may end up rewriting it. There is a small budget but if you actually accomplish it I have a bonus and a few more changes.
