Create an Animation please ,Very simple

I have an image that needs a little bit of animating. Not a massive project and not even a large amount of animating needed, maybe about 30mins , but as I have a little skill in the area I'd love for someone to help me out. i will upload an image and all I need doing is a little bit of movement in the character's clothes maybe a little bit of a wind effect and them blinking... That's all I'll need.
