Building a Video on demand site

We are currently looking for a web designer with experience designing video on demand sites.
This is a brand new site and will require future maintenance and feature upgrade. So preferable someone to keep an ongoing relationship.
All code to be checked to github/bitbucket.
Someone with experience using Kaltura video platform and API.
Below describes the general overview of site features.
- to use content management software like Wordpress for easy user/backend management.
- site to be separated to two main menu (movies and gossip)
- site to allow basic user and premium user subscription (to capture name, email*, mobile* and other useful info)
- to support all device types
- ability for viewers to leave comments
- ability for viewers to rate films
Skills required
- Linux
- Apache
- PHP
- CMS (wordpress)
- Kaltura video platform API
- wooCommerce or similar
