Build a corporate website for a cosmetics canadian brand

First step of a 2 steps project. Second step will be an online boutique for the company's products in a couple of months after the first step is completed. First step is a corporate website with 6 major sections.
We are looking for something more sophisticated, haut-de-gamme and sleek. Also very feminine so we are looking for somebody with a high sens of critic, artistic and visual qualities.
Designer should know the North American and European trends as well as the "Shabby Chic" style which is the company's main look.
The web site must be full responsive and easy to manage by ourselves. So we would prefer a Wordpress template.
Also coding should be well done and easy to read for any other programmer or integrator. So we don't want "copy-paste" or "botched indian style". We don't want to check ourselves at each bug. Freelancer should see the bugs and correct them herself or himself before we have to tell him or her.
Web site will be bilingual : french and english so it has to be done in 2 languages.
The company is selling products for eyelashes worldwide.
