I see your site is currently using the "Swell" theme. The downside of using prebuilt themes like this is the bloat from the bootstrap to code the sites for responsive that most of the theme companies use. With that said, it might not be the design that needs fixing. You can of course gzip the site to lighten the file size, as well as implement a few things on your site like caching. I see you are using Bluehost as your hosting provider. Benchmark speeds of server response time clock BlueHost at 10.61 seconds max response time, whereas Siteground's max response time is 1.6 seconds. And load times are the same. Bluehost is slower than Siteground. So different hosting might help. If you still want a new design, with such a limited project budget, the best scenario is to find another theme you like and simply upload the new zip file. All your elements will still be there, but your design will look different, but that might not necessarily resolve your site speed issue (hence my other recommendations). If you award the bid to me, I can assist you with the logistics to either fix the site you already have, or apply a new theme, but it will have to be a team effort between you and I. The project budget maxed out at $250 only gives me 4.5 hours to work with.
