Build a Website / Programming and clean php code.

Hello, I'm looking for some expert guy who can clean my website PHP code and make it clear in notes for every PHP code task. Also after that i'm looking to add some extra feature in my website control panel which is use ( private PHP code ) which is have ( Arabic end user interface ) where also i'm going to help/assistance the programmer in every code to be translated if needed, so please don't worry about language issue if your not knowing Arabic language. So here is the tasks for this project: 1) make sure the files to be noted all for every PHP code task. 2) clean the old or not necessary code from the website ( or folder/PHP files, etc ) 3) make sure to have an experience with MySQL database tables, because i'm looking for specify every table in our database or if needed to be renamed to a specify table database name. 4) Updating our old PHP code to adding some new tasks/features to be working 100% where there is some features not completed 100% and we are going to complete the PHP code. 5) after all we going to complete/check the website to be working fully integrated with CSS /x html and valid so there will not be a problem with any visitors browsers and will be compatible with all browsers include mobile smartphones. Please make sure you fully understand the 5 tasks above and you going to be ready to start from today on these tasks with all my support and assistance in Arabic language and in system administrator as i'm the system admin ( Unix ).
