Build a Website

I need a custom built, full PPD (pay per download) site built. Think sharecash/fileice/cleanfiles. I need it to have the folllowing: - registration/member system - CPA postback for various networks, with the ability to easily add a new one when needed. - Daily/Weekly/Monthly leaderboards for the highest earners. - User referral system - Support Ticket system -Fully featured User Panel with the following: - detailed statistics - file upload, file mirror creator - custom content locker (overlay pop up locker) creator - referrals system - etc - Fully featured admin panel with the following: - Users Section: user, leads generated from user, user's earnings history, offer lead reversal, user's uploaded files, user's referrals, direct access to user's account, ban user, suspend user, etc. - Offers Section: Recently credited offers (and for which user), popular offers this hour/today/this week/this month, mass offer credit reversal, etc. - Support Center - etc Basically think all the current, popular ppd sites right now, but with an edge. I'm not crazy about the visuals, I can handle that on my own if necessary, but I'm looking for at least an aesthetically pleasing design. Clean, flat (think cleanfiles' current homepage design), and a standard site-wide color scheme. As for the logo, I haven't come up with a name yet, so just use a placeholder logo for now. But please have all of the logo variations/sizes in a single folder for ease of editing/changing. I'm not too strict about how this should turn out. I'm good at web design myself, but programming gets me. I just want a secure infrastructure, and a functional ppd network.
