Create Basic Map of Australian Regions and Overlay onto Google

Based on the attached file I require two maps. One basic map similar to the one attached with the additional Regions that I have drawn in pen (see attached). Each Region should be shaded a different colour, should be neat and all text and numbers should be removed (just shaded areas and borders). The second map should be overlayed on a google map with all of the same borders on the attached file so that I can zoom in and see the areas within the borders.
