Greetings! Your project sounds interesting to me, and perhaps fun to participate in. I do know the game you want implemented, as I used to play it myself, and it seems, according to Wikipedia, that there are actually some different versions of rules out there. Anyways, I have sufficient skills to provide the code for the game, if you cover graphics, rules and the server-side. I don't want to deal with billing, because it will be a whole another can of worms, due to transactions, payments and etc/etc/etc. So, let me know if you want to discuss in more details about exactly what you want done, what will be the stages of the project, the milestones, testing and etc. I've put the period of 21 days in my bid, however, it could potentially get bigger, depending on delay between our communications, if chosen.
