AAC+ v2 Shoutcast capable flash player

I need somebody proficient in Flash and especially integrating the facility to connect to a Shoutcast or Icecast based streaming server that makes use of either an MP3 Stream or an MP4 (AAC, AAC+1 or AAC+2) streaming type at any bitrate. I will provide the graphics for the Player in the form of a JPG or PSD which you will use as the front end of the player. You will need to code the players backend to enable it to connect to the above mentioned servers. The player should have a configuration file which it reads which server it connects to and where you can set things like default buffer size, auto connect or not, default volume, etc... On the player front end it will be very simple, it should have some sort of visualisation or oscilliscope when the audio is playing, it should have a start, pause and stop button, a status panel and a buffer size slider bar which the listener can use to increase his or her buffer size. I cannot stress enough that it is VERY VERY important that the player works with AAC streams... I can send you example of what I want. Good Bidding...
