Character annimation

Hello,
I am in need of a 15 second character annimation. The character is a simple stick figure set in a white background with some text at the bottom of the page. The stick figure will need to move with the music tempo moving his arm, one foot and middle torso. I will supply the figure in a editable png file. I will also supply the music mp3 file as a reference but the provider will not need to embed the music file into the flash movie, that will be done on this end.
Request only experienced annimators. I will be glad to answer any additonal questions for work clarification.
