design RS-485 to RS-232 converter

Need a circuit simple as possible and cheap to produce. Circuit will have 2 ports (one rs-485 2-wire at 250 kbs ([login to view URL]) and one rs-232 at 9600 baud rate
The circuit will lisen to the 485 port for a channel and value and then out put a different command on the RS-232 port.
The 485 port is DMX-512

Example on the rs-485 line when it see channel 3 go to value 30 threw 60 the rs-232 line will out put 2*4!
A list of commands will be provided later
Pleas have a good understanding of DMX-512 and the way it transmits data.
For a project to be completed a scmatic, software that will go on to the chip, and upload instructions must be provided.
