OK no issue, I have Arduino Mega, now the existing sketch can be changed but what you are trying to change is the duty cycle, if the duty cycle is not a function of temperature,then the temperature will not be controlled.

To make the heater turned on or turned off based the duration time, we can use the Timer function in Arduino Mega (It's available in any microcontroller), the Timer function will count until some duration time and then execute some function/program.
