I understand the basic requirement but there is too little information to place any kind of bid or time estimation. I'll update my bid once I've got more information. I've been working as Django developer for Singaporean based firm to so my hourly rate are quiet high (35$ an hour). I only write high quality code that follow django / python standards as well as providing test case coverage for my code. Its quiet costy but it pays on the long term in that you won't have to spend much money on fixing bugs or introducing new bugs as u fix existing ones or getting one of your user's account or money hacked because of a bug in the system. Also django version needs to be updated from time to time to keep up with security fixes and new features and you can't do that if your code is not well covered by automated test cases as it will be difficult to predict what part of the system will break after the update.
