Delphi: Create a system restore point

Develop in Delphi two functions: Function CreateRestorePoint(const Description : string) : String; Function IsSystemRestoreEnabled() : Boolean; The IsSystemRestoreEnabled() function will return True if and only if the System Restore feature is enabled in the system. If the function returns True, CreateRestorePoint() will be called. When called, it must create a System Restore Point with the given description string. If the CreateRestorePoint() fails, it must return the system's error message as to why the operation failed. If the CreateRestorePoint() succeeds, it returns an empty string. The code must compile with Delphi 2010 and both functions must work under all versions of Windows from Windows XP to Windows 10. The code must not require any third party libraries or files.
